SUMMARY:

 

The Senior Program Associate (SPA) supports the Mental Health Program’s Global Behavioral Health (GBH) pillar, focusing primarily on the implementation, monitoring, and evaluation of program activities. The SPA contributes to the design and implementation of operational research as well as its knowledge production and dissemination. The SPA plays a role in ensuring coordination and synergies across MHP pillars and internally across departments at The Carter Center. The SPA reports to the Associate Director, GBH.
Key responsibilities include developing project and proposal concepts and budgets, monitoring expenditures, grant-writing, drafting project materials, synthesizing knowledge and research, corresponding with partners, and other communications priorities. The SPA assists the Associate Director and Program Lead to ensure the implementation and achievement of Liberia sustainability targets including relevant support to projects or partnerships. The SPA supports the growth of thematic workstreams prioritized by the program.
The SPA works closely with country and Atlanta staff, students, consultants, and external experts to achieve project goals. He/She/They may provide supervision to students supporting MHP. This position is based in Atlanta and includes 15-20% domestic and international travel.

 

FORMAL JOB DESCRIPTION:

• Designs, implements, coordinates operational facets of a specific program and its related activities.
• Manages work plans that are designed to accomplish program goals and objectives, and implements changes for improvement and efficiency.
• Makes decisions on behalf of the program based on critical analyses of operational/statistical reports, financial data and budget forecasts, and outside trends and factors related to the program.
• May plan, administer or monitor the program's budget, financial management, and/or grants.
• Takes a leadership role on program-related committees and teams.
• May develop fund raising initiatives, including researching and identifying funding sources and writing and submitting grant proposals.
• Conducts program research and ensures that mandatory operational and statistical reports are fact-based and comply with regulations.
• Serves as liaison with other groups and organizations participating in the program or seeking knowledge of the program, and may write and give speeches/presentations at conferences, university functions, or before various boards.
• May supervise staff.
• Ensures that complete and accurate program records are kept and maintained.
• Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

• Bachelor's degree in a field related to specified program areas and four years related program management experience, or equivalent combination of experience, education, and training.

PREFERRED QUALIFICATIONS:

• Master’s degree in mental health, public health, public policy, or related field and global mental health programming, policy, community-based interventions or health systems strengthening preferred.
• Quantitative data analysis and language skills desirable.
• Lived experience or experience living/working in Sub-Saharan Africa, post-conflict countries, or low-/middle-income countries valued.
• The ideal candidate has a track record in program design and evaluation, as well as project implementation and management;
• Has demonstrated experience creating and monitoring detailed project plans, budgets, and timelines;
• Is a strong written and oral communicator, detail-oriented, well-organized, and able to work under pressure and tight deadlines;
• Displays cultural humility and interpersonal skills effective for working with colleagues globally and across issue areas;
• Is competent with computer applications including those related to data analysis;
• Has compassion, enthusiasm, a positive attitude, and a keen interest in making mental health a global health and development priority

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs.
