The Senior Associate Director, Overseas Operations (SAD) works under the direction of the VP, Overseas Operations and is responsible for managing overseas operations, administration and financial aspects for Health and Peace programs. The SAD serves as a primary liaison for country offices and overseas staff and manages procurement, travel, security operations with external vendors. In the absence of the VP, represents the Overseas Operations department internally and externally. Develops and maintains standardized policies, procedures, training/briefings for programs and documentation regarding overseas operations. Stays current on global travel risks and risk mitigation strategies and advises the VP. Participates in emergency and crisis response management and in coordination with external vendors and communicates with internal departments as needed. The SAD manages the performance and team effectiveness of professional staff. Due to the country office locations, Hostile Environment Awareness Training (HEAT) will be required.



  • The Senior Associate Director, Overseas Operations (SAD) works under the direction of The Carter Center's VP, Overseas Operations and is responsible for managing overseas operations, administration, and financial aspects for Health and Peace programs.
  • Manages daily office operations for health/peace programs country offices.
  • Provides orientation and training for staff in country offices.
  • The SAD serves as a principal advisor to the VP in the formulation, implementation and monitoring of administrative policies and procedures for overseas operations; monitors and evaluates processes & operations, including onsite assessments of country operations as required and provides investigative findings to the VP.
  • Develops and supervises operational procedures related to consultants, travel, procurement, communications, space management and filing systems.
  • May coordinate with local labor representatives regarding overseas employment laws as needed to support country offices staffing.
  • As appropriate serves as liaison between overseas staff and Human Resources.
  • Monitors country offices policies and procedures to ensure engagements of consultants and staffing of country offices are consistent with Carter Center polices and local labor legal requirements.
  • Assist with coordination of work permits and visas for staff working in country offices.
  • Works closely with Associate Director, Overseas Operations to ensure strong coordination of operations in countries in which both health and peace have programs.
  • Manages daily operations of Center-wide travel and makes policy recommendations to the Vice Presidents of Overseas Operations and Finance.
  • Acts as final approver for travel related bookings.
  • Monitors closely the Duty of Care for overseas offices and international travelers, including safety and security situations, serves as point of contact with external vendors for rapid crisis response.
  • Communicates with management and external vendors to facilitate quick response to security & emergency events in accordance to internal policies and guidelines.
  • Makes policy and procedure recommendations to the Vice President of Overseas Operations.
  • Manages contracts processing in coordination with Finance, Contracts Manager.
  • Reviews contracts, lease agreements and vendor agreements for accuracy and provides guidance to program staff in accordance with organizational policy.
  • Manages approval process for legal agreements that are approved by the VP.
  • Manages e-procurement and purchasing vendors and procedures for supplies & equipment in the country offices and in Atlanta HQ.
  • Ensures processes work smoothly and periodically visits vendors to ensure quality service.
  • Manages coordination of selected health/peace programs sponsored meetings, retreats, workshops and conferences.
  • Act as health/peace program representative at meetings, workshops, briefings, etc. as needed.
  • Regularly meets with and communicates operational changes to country staff on specific projects to ensure they are aware of information that may affect their work.
  • Seeks input and recommendations from country offices on ways to improve overseas support operations.
  • Maintains extensive communication with the country offices.
  • Works closely with Information Technology to ensure strong support for the country offices.
  • Prepares manuals, training materials and guidance on Standard Operating Procedures for overseas operations.
  • Supervises professional staff, work-study and intern students.
  • Coordinates and assigns projects to be completed by the staff that requires tracking and delegation.
  • Manages flow of work to ensure that duties are completed in a timely manner.
  • Provides guidance and ensures compliance with all organizational policies and procedures.
  • Recommends and develops efficient policies & procedures for the effective support to the programs for overseas operations.
  • Provides written documentation and training aides to support overseas operations.
  • Maintains professional growth and development of self and team by identifying educational/training programs, professional organizations, activities and resources to maintain knowledge of national trends and to promote leading edge expertise.
  • Performs related responsibilities as needed.


  • A bachelor's degree and seven years of international operations, global mobility operations or related experience.
  • Effective organizing, process-oriented experience, written and oral communication skills are necessary.
  • Extensive international travel experience, including travel to challenging environments strongly preferred.


  • International experience in Africa and Asia and French language proficiency preferred.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. The Carter Center reserves the right to change remote work status with notice to employee.
