Description

Based at the Task Force for Global Health in Decatur, GA, and affiliated with Emory University, the Neglected Tropical Diseases Support Center (NTD-SC) aims to optimize operational research and surveillance to eliminate neglected tropical diseases which threaten the lives and well-being of millions of people in some of the world’s most marginalized communities. This work, conducted in close coordination with partners, addresses challenges facing each phase of the programs targeting the Neglected Tropical Diseases (NTDs): effectively scaling up to reach those at risk, successfully scaling down when their goals are reached, and finally sustaining the reductions achieved in disease prevalence. The NTD-SC hosts the secretariat for the Coalition for Operational Research on NTDs (COR-NTD), a global partnership focused on supporting this research agenda. The NTD-SC is actively pursuing an expanding portfolio focused on providing important services and support to the NTD community.

 

KEY RESPONSIBILITIES:

  • Researches, defines, prioritizes and documents product requirements, user stories and design for feature enhancements for existing and new application modules while considering the needs of existing customers, competitive market offerings and our overall company strategy.
  • Takes ownership and manages assigned product through all phases of product life cycle.
  • Drives the process of working with and prioritizes inputs from multiple constituents including customers, professional services consultants, support personnel, sales, and development.
  • Documents defined requirements, user stories, mock-ups/design on in-house Wiki as the source of detailed requirements for development, Q/A and documentation.
  • Communicates and coordinates with constituents on proposed solutions, status and timeline for delivery.
  • Delivers internal and external product training on new feature enhancements or modules.
  • Participates in speaking engagements or product demonstrations as needed.
  • Manages the defect resolution process including project management, requirements gathering and testing and customer communication throughout the release.
  • Serves as a product expert, and understands the market and user workflow.
  • Collaborates with IT staff to deliver solutions to meet end user and market needs.
  • Monitors performance of solutions through metrics including customer satisfaction surveys.
  • Identifies enhancements and owns the product backlog.
  • Understands market trends and technology advancements;
  • Incorporates knowledge into product plans.
  • Conceptualizes new products or features for development based on customer awareness and/or research.
  • Contributes to the strategic and operational planning for the solutions team.
  • Maintains vendor relationship management with OTS products to ensure an accurate understanding of the product roadmap and upgrade schedule.
  • Responsible for overseeing day-to-day management of a DHIS2-based data system for neglected tropical diseases; defining and delivering innovative solutions that meet stakeholder needs and strategic priorities; collaborating and communicating with cross-functional teams; gathering and prioritizing requirements; ensuring successful implementation and adoption of solutions.

Oversee system development and management (40%):

  • Identify, monitor and communicate risks around system maintenance, disruptions, and changes.
  • Coordinate activities between servers and manage server log
  • Develop and oversee operationalization of improved metadata management process, including managing a metadata tracker and moving metadata objects between servers.
  • Serve as focal point to coordinate with developer to address any system security issues
  • Act as a primary point of contact for internal and external stakeholders, ensuring alignment and managing expectations throughout the project lifecycle
  • Provide input on creation and approval of subaward deliverables related to system development

Support System Use (35%):

  • Take initiative in identifying system needs and opportunities, and in proposing innovative solutions aligned with strategic goals and donor priorities.
  • Provide systems-related input on new requirements and configuration of new and existing features.
  • Oversee development of data collection forms, reports, and visualizations, in collaboration with internal and external partners.
  • Contribute to issue and enhancement request documentation and monitoring
  • Oversee and prioritize requirements gathering, new and revised feature testing, and documenting and incorporating feedback
  • Conduct testing for new and revised features
  • Oversee and contribute to user support, including reviewing and responding to tickets, troubleshooting and escalating issues, communicating status updates
  • Contribute to user training, including creating and updating training materials, training users on new features, and providing refresher training, all in collaboration with other team members
  • Define and manage system-related governance processes and documentation
  • Manage enhancement and support request tracking system and develop work plans for addressing high-complexity enhancement requests
  • Define, calculate and report on key performance indicators (KPIs) and metrics to assess the success of solutions.

Supervise staff (20%):

  • Provide oversight on staff’s work to ensure programmatic objectives are achieved
  • Oversee implementation and ensure high quality delivery of workstreams led by direct reports
  • Provide backstopping support for direct reports’ workstreams as needed
  • Regularly provide feedback on performance and facilitate staff development
  • Work closely with Director of Data Analytics, Director of Projects, direct reports, and other team members to ensure the goals and deliverables are well-defined, the project appropriately resourced, and that the deliverables meet the funder’s quality expectations within the project budget and timelines.

Other duties as required (5%):

  • Participate fully as a member of The Task Force for Global Health by contributing, assisting, and participating in projects, activities, and initiatives as requested by management
  • Develop and disseminate products from assigned areas of responsibility to project stakeholders through formal reports, peer-reviewed journal articles, and at scientific conferences
  • May participate in writing of new business proposals, and prepare and present reports to funding organizations and to clients
  • Participate in relevant Communities of Practice
  • Assist Director of Data Analytics with special projects as necessary

TRAVEL:

  • Up to 10% domestic and international

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in business, marketing or related field and three years of product management, business analysis, business relationship management and software development experience OR an equivalent combination of education, training and experience.
  • Master's degree in business preferred.
  • Strong knowledge of operating systems, databases, and application layer technologies support to troubleshooting and identify issues.
  • Demonstrated ability to collaborate with and influence others, resolve conflicts, and lead a Product Delivery Team.
  • Demonstrates advanced level proficiency in MS-Office including MS-Word, MS-Excel, MS-PowerPoint and MS-Project Server.

PREFERRED QUALIFICATIONS:

  • Master’s degree in informatics, computer science, information technology, business, public health, or related field
  • Eight years of experience specifically related to the position, including at least three years in public health informatics
  • Experience using DHIS2, Smartsheet, Altassian products (Jira, Confluence, Bitbucket), Microsoft Office, and Google Suites
  • Experience with data application and system maintenance and troubleshooting
  • Knowledge of security best practices, including data protection
  • Experience with governance considerations and management for data systems
  • Proven ability to manage multiple projects and work-related priorities, in a fast-paced environment with strict deadlines
  • Strong attention to detail
  • Ability to work well with cross-functional teams
  • Willingness to learn and adapt as needed
  • Previous supervisory experience and demonstrated ability to lead or manage a team
  • Ability to present information clearly to stakeholders and translate technical information into business terms
  • Professional-level proficiency in English (reading, writing, speaking); French skills would be an additional asset
  • The ability to interact with both internal staff and external clients with diplomacy and tact
  • Strong desire and ability to foster an environment of inclusion, equity, belonging, and respect for diversity

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs.  Schedule is based on agreed upon guidelines of department. This role requires residency in the state of GA. Emory reserves the right to change remote work status with notice to employee.
