The Direct Marketing Group of the Development department is responsible for broad outreach to a national audience for the purposes of acquiring, cultivating, renewing and stewarding support for The Carter Center from individuals through postal mail and online channels. 

 

SUMMARY:

The Senior Program Associate (SPA) supports the River Blindness, Lymphatic Filariasis, Schistosomiasis, and Malaria programs, which aim to eliminate and control these diseases in partnership with national ministries of health. This role contributes to a range of operational, programmatic, and technical activities across multiple countries. Duties include coordinating program budgets, activities, contracts, and invoices; tracking procurement requests; drafting reports and program communications; providing oversight to students and contractors; providing administrative and technical assistance for field activities; and liaising with Carter Center staff and external stakeholders.

 

The SPA maintains direct communication with and travels to program country offices to support activities, meetings, and program oversight. This position is Atlanta-based with domestic and international travel required approximately 20% of the time. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.

 

KEY RESPONSIBILITIES:

  • Designs, implements, coordinates operational facets of a specific program and its related activities.
  • Manages work plans that are designed to accomplish program goals and objectives, and implements changes for improvement and efficiency.
  • Makes decisions on behalf of the program based on critical analyses of operational/statistical reports, financial data and budget forecasts, and outside trends and factors related to the program.
  • May plan, administer or monitor the program's budget, financial management, and/or grants.
  • Takes a leadership role on program-related committees and teams.
  • May develop fund raising initiatives, including researching and identifying funding sources and writing and submitting grant proposals.
  • Working together with other Carter Center Staff, organizes and coordinates meetings, retreats, workshops, conferences, and program review meetings. 
  • Conducts program research and ensures that mandatory operational and statistical reports are fact-based and comply with regulations.
  • Conducts literature reviews to inform programmatic activities and liaises with Emory University’s International Review Board (IRB) to obtain non-research determinations for programmatic activities.
  • Serves as liaison with other groups and organizations participating in the program or seeking knowledge of the program, and may write and give speeches/presentations at conferences, university functions, or before various boards.
  • Drafts terms of reference (TORs) for each consultation and collaboration. Works with Program Assistants to facilitate travel logistics and contract drafts for consultants, prepare briefings for consultants, including background documents and data, and notify the field programs, as appropriate.
  • May supervise staff.
  • Ensures that complete and accurate program records are kept and maintained.
  • Ensure compliance with all organizational policies and procedures. Coordinates efficient office procedures in support of program activities.
  • Maintains professional growth and development of self by identifying educational/training programs, professional organizations, activities, and resources to engage with and build professional competencies and networks.
  • Performs related responsibilities as required.

 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in a field related to specified program areas and four years related program management experience, or equivalent combination of experience, education, and training.

 

PREFERRED QUALIFICATIONS:

  • A graduate degree in Public Health or other relevant programs, or an equal combination of education and experience.
  • A high level of personal energy, positive attitude, and ability to work both independently and in a team setting.
  • Experience with program management, monitoring, and evaluation.
  • Demonstrated interest in public health, infectious diseases, and/or Global health, International public health or related experience.
  • Fluency in French or Spanish
  • Familiarity with malaria and neglected tropical diseases.

 

 

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs.  Schedule is based on agreed upon guidelines.  All non-exempt employees must reside within the state of Georgia.
