Description

JOB DESCRIPTION:

  • Reporting to the Associate Vice President for Planning, Design and Construction, provides collaboration, communication and leadership in support of Emory University's capital and non-capital construction programs, focusing on projects from $2 million and above, but also including renovation projects and deferred maintenance projects, through project completion and closeout.
  • Responsibilities include a thorough understanding of Emory University's Capital Improvement Plan (CIP), capital funding process, as well as processes for project design, sustainability, documentation and construction.
  • Balances project workloads and requirements for a team of 6 construction program managers and the administrative staff that supports the construction program.
  • In coordination with the VP of Planning, AVP of Planning, Design & Construction and the Senior Director of Project Planning, is responsible for developing and implementing a growth strategy that will enable Planning, Design & Construction to successfully execute the Campus Framework Masterplan, Executive Park development, off-campus leased site projects, and Emory Healthcare projects.
  • Responsible for establishing goals to meet project budgets and scheduling, including milestone identification and deadlines, as well as, managing logistics and the potential impact of construction on the University.
  • Collaborates with the Senior Directors of Project Management, Planning and Interior Design and Energy & Utilities establishing a high-performing team that is capable of cross-utilizing skill sets in support of the departments mission, vision and value.
  • In coordination with the Senior Director of Project Planning is responsible for all capital project budget and schedule development.
  • Is responsible for ensuring that all capital projects over $10 million are audited in compliance with University policy and assists the University's audit department on internal audits for Emory Health Care construction.
  • Assists the University General Counsel's office with review of construction related contract issues when they arise within the Emory University Enterprise and coordinates all design and construction related insurance issues with the University's Risk Management department.
  • Is directly responsible for developing, maintaining and updating Emory's Design & Construction Standards as well as processes required throughout the design and construction phases, including the transition from construction to operations.
  • Is responsible for establishing and maintaining good relationships with the City of Atlanta Planning Department and other authorities having jurisdiction to help shepherd projects through the permitting and building inspection processes.
  • Participates in design and technical reviews throughout the schematic design and design development phases of large capital projects.
  • Works closely with the AVP of Facilities Management and that position's direct reports to ensure that FM's needs are addressed and that the transition from construction to occupancy occurs smoothly.
  • Participates in selecting project architects, engineers, other professional consultants and assumes the leading role in developing and refining the RFQ/RFP documents and in selecting the construction managers and construction related consultants and equipment providers.
  • Assumes the leading role in the negotiation and administration of those contracts.
  • Provides guidance to staff ensuring that projects are completed on time and within budget and informs Campus Services leadership immediately should a project encounter delays in scheduling or budget challenges.
  • Responsible for the successful completion of project closeouts, conducting post occupancy evaluations and ensuring receipt of maintenance manuals, as-builts and project warranties.
  • Develops departmental guidelines, policies, procedures, programs and services to consistently encourage and demonstrate action to improve Campus Services customer satisfaction as well as project management efficiencies. 
  • Performs related responsibilities as required by the Vice President for Campus Services.


MINIMUM QUALIFICATIONS:

  • A bachelor's degree in architecture, urban planning, engineering or related field and ten years of experience in planning multiple, diverse and complex capital and non-capital projects OR an equivalent combination of education, training, and professional experience.
  • A thorough understanding of capital and non-capital funding process, as well as processes for project planning, design, execution, sustainability and project documentation is required.
  • Must have working knowledge of state and local building codes, building systems operations, and design.
  • Must have the ability to multi-task and to handle competing priorities.
  • Strong leadership, organization, communication, and relation management skills required.
  • Solid knowledge of the construction process is required.
  • At least five years of demonstrated coordination and leadership of teams preferred.

NOTE: Position tasks are required to be performed in-person at an Emory University location; working remote is not an option. Emory reserves the right to change this status with notice to employee.
