    JOB DESCRIPTION: Coordinates major financial reporting and budgeting activities. Ensures compliance with regulations and reporting requirements. Coordinates the correction of account balances, resolves funding issues and maintains proper accounting controls and procedures. Makes recommendations to management related to long-range financial and cash flow analyses. Prepares and analyzes statistical and financial reports, financial statements and supporting schedules. May assist in preparing, developing and monitoring department/organizational budgets. May maintain grant agreements, policies and guidelines; coordinate grant reporting requirements; review grant funding source compliance; and negotiate grant funding with awarding agencies. May perform indirect cost analysis. May hire, train, and supervise a small staff. Performs related responsibilities as required.

    MINIMUM QUALIFICATIONS: Bachelor's degree in accounting, business administration, finance or a related field and six years of financial analyst or accounting experience, OR equivalent combination of experience, education, and training.

    Additional Details

    The CHAMPS finance lead will coordinate major financial reporting, budgeting, contracting and forecasting activities; ensure compliance in the Program Office, with subawardees, and at sites; and manage all financial forecasting, monitoring and reporting for a major, multi-site international program. Additional activities will include financial review, procurement, and co-funding.

    Key responsibilities and accountabilities:


    The CHAMPS Assistant Director for Finance and Analysis will lead or assist in the following major activities:


    1. Financial reporting
      1. Monitor and evaluate requirements for financial reporting (to sponsor, Emory)
      2. Monitor and improve processes for financial reporting
      3. Monitor and update tools for financial reporting and test
      4. Map requirements to sub-contractor reporting process; ensure that sub-contractor reports meet Emory and sponsor requirements
      5. Implement and monitor financial reporting, ensuring all levels of relevant deadlines are met
      6. Develop training on tools and processes for sites
      7. Update reports for sponsors and others as needed
    2. Contracting and invoicing
      1. Ensure site compliance with fiscal aspects of subcontracts
      2. Provide technical assistance regarding finance as needed to 7 sites
      3. Ensure timely invoicing and payment for sub awardees
      4. Collaborate with subject matter experts to ensure contractors are continuing to deliver on the terms of the contract
    3. Financial review
      1. Monitor the process of financial review of sites (for sponsor, Emory) and improve or update as needed
      2. Continuously improve the process for financial review Program Office internal controls
      3. Develop audit processes and timelines and vet; implement and monitor
      4. Conduct financial reviews and/or provide audit support as needed on an ongoing basis
    4. Procurement
      1. Develop recommendations for procurement in sites versus program office
      2. Continually monitor
      3. Implement procurement processes and monitor
    5. Budget management and forecasting
      1. Assist Director with budget management with donor
      2. Update budget checklists for site RFP process and review submissions
      3. Update budget management / identify what conditions will lead to a ‘flag’ and vet; implement and monitor
      4. Manage, monitor and forecast Program Office, sub-contractor, and site budgets in a variety of scenarios on a regular basis
      5. Provide regular updates on above to Emory, PI(s), Director(s), partners and sites
    6. Site support
      1. Provide financial technical assistance to 7 sites
      2. Identify opportunities for ongoing financial management training and create and deliver trainings as necessary
    7. Co-funding
      1. Assist in development of co-funding resource planning
      2. Assist with co-funding plan implementation and separation of funds monitoring



    Preferred qualifications:


    Experience with complex grant management and analysis; proficiency in PeopleSoft Financials and Business Intelligence tools; expertise in financial forecasting; contracting skills. Master’s degree preferred.




    The CHAMPS Network initiative’s goal - to provide accurate, timely and reliable data for decision-making on the causes of death for children under age 5 - will provide the answers needed to support the goal of significantly reducing child deaths in lower-resource countries. The overall CHAMPS Network program when fully realized has the goal of bringing to the world the knowledge needed to dramatically reduce early childhood death and disability, including the factors that may underlie the progression from severe illness to death (malnutrition, electrolyte imbalance, poor access to health care and others).
