    JOB DESCRIPTION:

     

    Reporting to the Vice President for Business Operations, The Assistant Vice President, Business Operations will:

     

    Manage the day-to-day operations of a Central Service Center while providing visible and effective leadership to department staff.

    • Provide overall leadership and management of the shared service organization delivering HR, finance, and procurement services to departments within the service center.
    • Provide analysis on business operations across the EVPBA organization to ensure the highest and best use of resources.

    Financial Planning & Analytics:

    • Manage the annual budget process for the non-academic units under the EVPBA.
    • Serve as a senior-level financial management professional with oversight and management of three core areas of the service center to include Business Operations, Financial Planning & Analytics and Transactional Business.

    Business Operations:

    • Has oversight of HR transactions for all departments served by the Service Center.
    • Provide continued development and implementation of a shared services model with a customer service focus.
    • Serve as the principal liaison to central units such as the HR and Finance.
    • Consult with and advise departmental senior leaders and directors on financial, budgeting, purchasing, and other business and administrative activities.
    • Oversee the implementation of appropriate business processes and internal controls, develops collaborative relationships with service center stakeholders and university liaisons, and promotes a positive and trustworthy reputation of the Central Service Center, while communicating with and manages the expectations of all stakeholders.
    • Ensure that all aspects of the department are focused on providing customer-friendly, cost effective and expert financial and procurement services.
    • Manage customer concerns and expectations and develops and implements strategies and plans for growth, service enhancements, cost reductions, and sustained continuous improvements for the service center.
    • Ensure all business processes are documented and executed appropriately, are cost effective, contain appropriate controls, and incorporate best practices.
    • Promote a learning organization to facilitate development of functional expertise, quality management, employee satisfaction and customer service.
    • Develop and maintain appropriate department metrics, goals, and overall customer service levels. Address business operations requests for those departments in the service center to include but not limited to requests for services (shredding, etc.) and requests for exception to policy, budget amendments, etc.

    Budget Analytics, Modeling, and Budget Call Process Execution:

    • Provide support and works with department business officers to ensure that they understand the process and meet deadlines.
    • Generate budgets for those departments that do not have an active business officer.
    • Work in conjunction with the budget office to ensure that budgets are completed in a timely manner and that any budget requests are analyzed and prioritized appropriately.
    • Analyze unbudgeted requests for non-academic units under EVPBA and provides a thoughtful level of analysis for leadership to compare and prioritize.
    • Complete budgets and financial reports for non-academic departments that do not have a designated business officer.
    • Keep department leaders informed of the budget process and results routinely throughout the year.
    • Provide direct support to the President's Office and EVPBA on all financial matters to include budget development and management, financial reporting and other assigned tasks.
    • Analyze routinely the fund balances for the non-academic units to ensure that they are accumulating appropriately or centralized for more strategic use.
    • Produce various standard and ad hoc monthly reports by department and/or financial category or as determined otherwise.
    • Routinely evaluate operating results for those departments reporting to the EVPBA and keeps leadership engaged on issues of concern.
    • Provide reporting as needed for special projects or as needed and requested by leadership.
    • Participate in discussions relative to strategic analysis and prioritization.
    • Manage fiscal close for organizations rolling up to the EVPBA including working with business officers in those departments outside of the service center and completing fiscal close activities for those departments within the service center.

    Transactional Business:

    • Manage all transaction business for those departments that are fully supported by the Service Center. Transitions include, but are not limited to, contracts, reimbursements, procurement card reconciliations, purchase orders, etc.
    • Monitor transitions to ensure that they are compliant with university governance (compliance, tax, audit, etc).
    • Advise on policy issues and works to address policies that impact productive work flow.
    • Seek to improve business processes as necessary to ensure the most efficient and productive use of university resources. Performs related responsibilities as required.

    MINIMUM QUALIFICATIONS:

     

    Bachelor's degree, preferably in Business Administration or Accounting, and 10 years of business management or related experience. MBA preferred.

     

    A good understanding of business operations on a college campus and experience working with budgets on a college campus preferred.

     

    A strong financial aptitude to engage in strategic financial analytics.

     

    Clear demonstration of experience managing a high level of customer service and a strong action-oriented team with a strong customer focus. Previous professional responsibility for developing a model organization that adopts standards of operations that are consistent with the level of service expected.

     

    Will serve as a mentor to business officers across campus while establishing a financial chain of authority that respects separation of duties and conflict of interest. Experience managing and motivating staff.

     

    Demonstrated professional experience leading an organization or business unit with a positive reputation.

     

    Must have excellent verbal and written communication skills.
