The Task Force for Global Health is an Emory University affiliate located in Decatur, GA. Its eight programs focus on building robust public health systems that serve all people. Program areas include neglected tropical diseases, vaccines, and health systems strengthening. PROGRAM BACKGROUND: The Mectizan Donation Program (MDP) was established following the announcement by Merck & Co., Inc. in 1987 to donate Mectizan® (ivermectin-MSD) for as long as needed to control onchocerciasis (river blindness). The MDP oversees the scientific, programmatic and other technical aspects of the donation, reviewing all requests for the donations of Mectizan. In 1998, the donation was expanded to include prevention of lymphatic filariasis, together with albendazole, donated by GlaxoSmithKline (GSK), where the two diseases are co-endemic. With the goal of eliminating transmission of these two diseases, MDP also provides technical support to some countries to develop and implement their elimination programs, as well as contributing to partners involved in the assessments needed to determine where and when to stop treatment. Most program activities occur in 30+ sub-Saharan countries, with limited additional activity in Latin America and Yemen. Scientific and strategic oversight of MDP is provided by the Mectizan Expert Committee (MEC) an independent group of diverse experts in relevant fields. Currently around 300 million treatments are approved by the MDP and MEC each year.

The Senior Project Support Specialist will be responsible for the development, update, and maintenance of the Mectizan Donation Program's (MDP’s) database to facilitate critical information analysis, M&E, information sharing, assessment of progress, lessons learnt and gaps in order to improve evidence based decisions related to the use of Mectizan and albendazole for the elimination of onchocerciasis and the monitoring of the supply chain.

JOB DESCRIPTION:

Responsible for the monitoring of the supply chain to ensure that the medicines requested by the countries are delivered on a timely manner. Assist with the planning, implementation and monitoring of the Merck and GSK funded projects in collaboration with other interested parties (internal and external) including efficient and effective utilization of financial resources.

Data Management

• Develop, update and maintain MDP’s database to facilitate:
• Ensure quality and security of data and ensure their compliance to the MDP’s privacy policies and procedures
  Participate in the development/revision of the Standard -
• Operating Procedures (SOP) and guidelines for data management and provide training/briefing to users
• Information sharing, assessment of progress, lessons learnt, publications and oral presentations
• Drug application review and the supply chain monitoring
• Assist with the application review process, data entry and management
• Monitor the supply chain to ensure timely delivery of the requested medicines
• Monitor in-country supply chain including tracking of acknowledgement receipts, treatment reports, drug inventories and accountability
• Assist with the transmission of the SAE reports and quarterly line-listings to the Merck’s Global Safety and to GSK when Mectizan is used in association with
• Elaborate/revise Standard Operating Procedures for application processing and SAE reporting

Project planning and implementation

• Assist with the planning, implementation and monitoring of the Merck and GSK funded projects in collaboration with other interested parties (internal and external) consistent with the MDP objectives
• Coordinate and advise on the preparation of both, a results-based budget and financial plans with the senior staff
• Evaluate the implementation of the financial plan; investigate major deviations from planned results and suggest corrective action, and issue monthly expenditure reports.
• Provide guidance to the staff on the implementation of accrual budgeting in conjunction with the Taskforce Accounting Standards
• Review current practices, define objectives, design new or improved methods, establish and implement new procedures as appropriate
• Conduct assessments, compliance reviews and negotiations to approve corrective actions as needed.
• Approve on behalf of the programme director travel claims for payment and purchase orders
• Oversee preparation of grant agreements and contracts
• Participates in cross-organizational conference planners work group.

Other Responsibilities

• Participates fully as a member of the Task Force for Global Health and the Mectizan Donation Program by contributing, assisting and participating in projects, activities, and initiatives as requested by management.

TRAVEL:

• 5-10%

MINIMUM QUALIFICATIONS:

• A bachelor's degree and four years of project management, financial and/or administrative management experience or an equivalent combination of education, training and experience.
• Advanced Excel and Access skills strongly preferred.

PREFERRED QUALIFICATIONS:

• Master’s of Public Health in a field related to the program
• Five years experience specifically related to the position
• Technical proficiency in working with project management and communications software.
• Advanced Microsoft office skills – Access, Excel, PowerPoint, Word High degree of planning and organizational skills.
• Proficiency in French
• Excellent interpersonal communications skills, especially in cross-cultural settings
• Demonstrated ability to work within cross-functional teams.
• Demonstrated attention to detail, accuracy, and thoroughness of information and data.
• Demonstrated excellence in organization, writing, and project management.
