Description

The Grants & Donor Compliance Manager is responsible for managing institutional adherence to donor rules and regulations from pre-award to contract close-out. The Manager will evaluate all current and new donor compliance regulations, review organizational processes and policies, and will provide documentation and training. As the subject matter expert, the Manager stays abreast of donor requirements and requests and collects/organizes data to ensure accurate and complete narrative and financial reports. This position will review grants and cooperative agreements from U.S. Government, and collaborate with Sr. Associate Directors who manage grant awards. The Manager collaborates and advises staff in peace & health programs, overseas operations, finance, and operations departments. Due to the travel locations, Hostile Environment Awareness Training (HEAT) may be required. The Grants & Donor Compliance Manager reports to the Senior Associate Director, Lead for Health, Peace, & Education Programs.

 

 

JOB DESCRIPTION:

  • Advises Sr. Associate Directors in the review of donor requests for proposals regarding organizational capacity to fulfill the donor compliance requirements of the project.
  • Contributes to compliance planning during proposal/workplan, budget, amendment, and sub-award development.
  • Works with the Sr. Associate Directors to review and negotiate awards and modifications prior to signature.
  • Develops tools and templates to ensure donor compliance throughout award period.
  • Provides technical assistance and performs spot checks to verify compliance with donor rules and regulations.
  • Maintains up-to-date and advanced knowledge of U.S. Government award regulations including cooperative agreements and grants, in addition to other, primarily bilateral, donor award requirements.
  • Researches and maintains records on existing and new government donor regulations and researches government donor regulations as needed.
  • Assesses and advises when donor contractual obligations may not be met and makes recommendation to mitigate risks.
  • Develops and implements policies and procedures that comply with donor compliance requirements.
  • Provides communication, training, and other resources to the identified needs.
  • Ensures donor compliance by collaborating with other departments to review and evaluate policies and procedures and ensure regular updates are made.
  • Develops recommendations for standard language and responses to ensure consistency.
  • Collaborates on business operation aspects relating to donor compliance including policies, procedures, and internal audits.
  • Collaborates with program staff on the design and monitoring of organizational policies and procedures to ensure grants and cooperative agreements are managed in alignment with donor requirements.
  • Liaises with the Finance and Overseas Operations departments to monitor program activities and conducts country office site visits to ensure consistency with grant terms and conditions, timelines, budgets, and performance measures.
  • Liaises with the field to assist in budget format compliance (with particular focus on the differing internal and donor budget formats), and proper recording of grant expenditure.
  • Liaises closely with the Finance department to gather invoice documentation and ensure proper spending and tracking of all grant funding, including the charging of expenses to specific grants as activities are carried out.
  • Where appropriate, articulates and advocates for the organization's position on matters of regulation and other contractual issues with donors. Responds to internal & external queries regarding compliance.
  • Trains staff in standardized procedures for efficient award and subaward management and recommends best practices.
  • Develops resources and tools to keep staff abreast of current and new regulations.
  • Provides grants management support for large awards, including USG supported projects.
  • Works with the finance and program staff to develop and monitor budgets for project proposals.
  • Monitors narrative and financial reporting requirements in collaboration with program and finance staff and coordinates preparation of reports for timely submission to donors.
  • Reviews invoices/financial reports and programmatic narrative reports to ensure that only allowable and reasonable costs and activities are included.
  • Stays abreast of donor requirements and requests and collects/organizes data to ensure accurate and complete narrative and financial reports.
  • Leads and/or assists with periodic audits on procedures and processes to verify compliance with donor requirements.
  • Maintains files of compliance documents.
  • Maintains electronic files on specific grants.
  • Maintains professional growth by participating in educational programs and professional organizations and activities to maintain knowledge of national and international trends and to promote leading edge performance and expertise.
  • Ability to travel to program countries (one to three times per year).
  • Performs related responsibilities as needed.


MINIMUM QUALIFICATIONS:

  • A bachelor's degree in a related field.
  • Five years of experience in federal donor compliance experience and grants management including management of U.S. grants, cooperative agreements, and other awards, OR an equivalent combination of education, training, and experience.

 

PREFERRED QUALIFICATIONS:

  • Demonstrated advanced knowledge of U.S. Government awards including cooperative agreements  and grants, in addition to other, bilateral donor award requirements is preferred.
  • Effective communication skills and the ability to interpret, apply, and communicate complex regulations, provisions, policies, and procedures is necessarY.
  • Experience with FAR/U.S. Government contracting important, as is exposure to non-U.S. Government bilateral funders. 
  • International experience a plus.  Knowledge of Microsoft Word and Excel is required, as is the ability to learn Raiser's Edge.
