The Public Health Informatics Institute (PHII) is a program of the Task Force for Global Health, a 501(c) 3 non-profit organization. - As part of the Task Force for Global Health, leads small to medium size matrix project teams that may consist of Business Analysts, Project Managers, Information Architects, and Data Analysts to complete quality deliverables within scope, on time, and within budget.
- May mentor other analysts on informatics standards and methodologies.
- Ensure that informatics standards and methodologies support and advance the project objectives.
- Establishes collaborative relationships with clients, project team and other staff.
- Provides public health agencies with recommendations on an informatics strategy.
- Identifies technical solutions for electronic sharing of clinical and public health data and opportunities for integrating informatics projects.
- Supports public health agencies in coordinating informatics needs and priorities.
- Recommends best practices and methodologies for systems development, testing, implementation, and operation within a public health agency.
- Identifies relevant standards to support programmatic needs, including vocabulary and terminology standards, information content standards, information exchange standards, privacy and security standards, functional standards, and others as needed.
- Leverages standardized data and messaging for data reuse and workflow automation.
- Provides public health practitioners support in managing informatics projects including engaging stakeholders, soliciting, and selecting contracted services and managing contractor performance.
- Communicates project work and informatics issues through conference presentations, reports, and journal articles.
- The TFGH will provide employees working remotely with a laptop, but is unable to provide other office supplies and allowances. Performs other related duties as required.
- Leads and participates on teams to produce products, services and tools that support improved informatics practice for public health practitioners.
- Responsible for communicating, sharing, and transferring knowledge to colleagues and customers
- Identifies themes, trends and principles that emerge from multiple discrete situations and synthesize them into practical tools and products for public health practitioners.
- Conducts analysis of health informatics issues and prepares written summary documents.
- Develops and documents all project deliverables.
- Utilizes analytic skills to translate programmatic objectives into activities, establish measures and define data elements for analysis.
- Works with stakeholders to design, implement and/or evaluate informatics products, projects and strategies to effectively address priority public health needs.
- Takes initiative in identifying informatics needs and opportunities, and in proposing innovative solutions
- Facilitates groups to achieve programmatic objectives.
- May provide leadership support to other analysts.
- Stays current with public health informatics knowledge and skills, especially in the areas of system integration, system interoperability, and health information exchange between healthcare entities and public health agencies.
- Identifies legal, confidentiality, security, and other concerns that might affect information collection, storage, access, and use.
- Proposes approaches to evaluating the design and/or implementation of public health information systems.
- Develops and disseminates work product from assigned areas of responsibility to national stakeholders through formal supports, peer-reviewed journal articles, and at scientific conferences.
- Participates in scientific conferences and other relevant meetings as a speaker, facilitator or discussant.
- Serves as a liaison to various groups and other organizations.
- May participate in preparing grant proposals, and preparing and presenting reports to funding organizations and to clients.
- Participate fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by management.
- A bachelor's degree in informatics, business, engineering, science or related field and seven years of position specific subject matter knowledge and/or experience in planning and applying information technology to one or more business functions, OR an equivalent combination of education, training and experience.
- A master's degree is preferred.
- Master’s degree in public health related field
- Five years of experience specifically related to the position including (at least one year) in public health informatics.
- Five years of experience in public health program areas of immunization, surveillance, vital records or direct services and/or
- working with Electronic Health Record systems, and/or health data standards or equivalent combination of experience, education and training.
- Previous experience with Immunization Information Systems / Immunization Registries
- Demonstrated strong professional oral and written communication skills.
- The ability to interact with both internal staff and external clients with diplomacy and tact.
- Experience working with a public health agency.
- Proven ability to manage multiple projects and work-related priorities.
- Experience with standards (HL7, LOINC, SNOWMED, ICD10).
- Proven ability to implement projects.
