The Task Force for Global Heath began its work serving as Secretariat for a coalition of several multilateral organizations, contributing to all four Global Polio Eradication Initiative (GPEI) objectives, achieving success in developing influenza immunization programs and building a hepatitis elimination center. The Center for Vaccine Equity was founded to build on the Task Force’s experience in immunization and drug donation programs. Working through collaborative partnerships with critical stakeholders and partner organizations, the Center is focused on guiding the development of innovative vaccine procurement and delivery programs.

Description

The Task Force for Global Health (TFGH), in collaboration with the Centers of Disease Control and Prevention (CDC), is recruiting a data manager to provide technical assistance to Ministries of Health (through collaborations with WHO, UNICEF, and other GPEI partners) for managing outbreak responses and for surveillance and early detection of poliovirus circulation.
 
 
The Data Manager is primarily responsible for the development and management of the polio surge capacity database and support to the overall polio outbreak response in countries experiencing polio outbreaks. With several countries in the African region currently managing polio outbreak response, the need for an enhanced surveillance data base is critical for polio eradication. The Data Manager will liaise with national programs to verify, clean, and document data generated from key acute flaccid paralysis (AFP) surveillance performance indicators. The Data Manager will be responsible for the preparation of reports for senior epidemiologists, program manager, the Director, and other stakeholders and partners as requested and appropriate.

 

JOB DESCRIPTION:

  • Supports the acquisition, management and analysis of data from multiple sites or sources.
  • Supports the configuration and management of technology solutions supporting the receipt, transformation, validation and storage of data.
  • Ensures that the uses of data through reports and queries are appropriate.
  • Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs.
  • Develops automated quality control procedures to assess quality of data and provides reports to data owners.
  • Works effectively within a group setting in areas of design of data collection instruments, database management, analysis of data, and creation of reports and dashboards.
  • Develops and performs appropriate analyses.
  • Provides explanations of analysis methods, assumptions made, and assists in interpretation of results and implications therein.
  • Documents methods and results through development and maintenance of standard documentation artifacts including data dictionaries, standard operating procedures and analysis methodology descriptions.
  • Works with onsite or field-based counterparts to coordinate consistent implementation of data quality control measures and provision of access to the central data repositories.
  • Performs related responsibilities as assigned.

ADDITIONAL JOB DETAILS:

  • Prepares reports, including annual monthly data analysis of key AFP surveillance performance indicators, polio campaigns monitoring data, and nOPV2 safety monitoring data.
  • Improving data recording and reporting processes for polio vaccination, surveillance and safety data. Improving data quality monitoring, evaluation and feedback sharing with data sources.
  • Improving data analysis, interpretation and use.
  • Training others on data management or conducting capacity building activities for improved data quality.
  • Development of various data collection tools.
  • Presenting or using data for evidence based decision making or behavior/policy change.
  • Cleaning, harmonizing, compiling, analyzing, interpreting and disseminating findings to relevant bodies.
  • Support all activities that ensure improvement in data quality at all levels.
  • Improving data sharing with partners and stakeholders.
  • Works with partners to coordinate databases, including coordination with GIS data and POLIS dashboard.
  • Maintains database through data cleaning, data validation.
  • Responds to requests for data from team members and partners.
  • Continually improves database by writing requirements, validating requirements, working with developers, and testing new functionality.
  • Works with Data and Analytics Team members, Program Team, and partners to ensure quality of program data.
  • Communicates with national program coordinators and partners to undertake field visits where required for collection of accurate historical and implementation data to enable more accurate forecasting.
  • Works collaboratively with Senior Epidemiologists and Program Manager to analyze data and assists with writing manuscripts for publication.
  • Generates maps (GIS) to be used for programmatic meetings.
  • Tracks changes to district names and/or boundaries in databases and harmonizes these changes with partners.
  • Other duties as assigned.
  • TRAVEL: 60%  international travel

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in computer science or a related field, and three years of experience in processes and standards related to data, OR an equivalent combination of education, training, and experience.
  • Experience with relational database management systems such as, Oracle, Microsoft SQL Server, MySQL preferred.
  • Experience with statistical packages such as, SAS, SPSS, R preferred.

PREFERRED QUALIFACTIONS:

  • At least 5 years of relevant experience working in the field of immunizations and surveillance data management and an advanced degree in a relevant field, or 8+ years of experience working in the field of immunizations and surveillance data management, specifically in:
  • Data quality improvement;
  • Lot Quality Assurance Surveys (LQAS) and other immunization coverage surveys;
  • Data recording, reporting, analysis, use and monitoring/feedback;
  • Deployment of electronic data transmission technologies that enhance the quality of surveillance and immunization data, including routine immunization and SIAs data. 
  • Fluency in English
  • Fluency in a another language will be an asset (French, Portuguese, Spanish, Arabic)
  • Previous experience working internationally is desired
  • Ability to travel internationally
  • Strong initiative and ability to work independently and on a team
  • Strong interpersonal and communication skills

NOTE: This role will be granted the opportunity to work from home temporarily during the COVID-19 pandemic, with intent to return to an Emory University location in the future.  Emory reserves the right to change remote work status with notice to employee.
