The Task Force for Global Health is an Emory University affiliate located in Decatur, GA. Its seventeen programs focus on building durable public health systems that serve all people. The Task Force consists of programs and focus areas that cover a range of global health issues including neglected tropical diseases, infectious diseases, vaccines, field epidemiology, public health informatics, health workforce development, and global health ethics. All our programs have an end goal in sight of eliminating diseases and protecting the health of populations. The Task Force received the 2016 Conrad N. Hilton Humanitarian Prize–the world's largest award of its kind–in recognition of its extraordinary contributions to alleviating human suffering.
The Public Health Informatics Institute (PHII) is a program of the Task Force for Global Health, a 501(c) 3 non-profit organization. Our staff is comprised of professionals in the areas of public health, healthcare, information systems, and communications—all well-versed in the current and emerging issues facing public health. JOB DESCRIPTION:
- Coordinates major financial reporting and budgeting activities.
- Ensures compliance with regulations and reporting requirements.
- Coordinates the correction of account balances, resolves funding issues and maintains proper accounting controls and procedures.
- Makes recommendations to management related to long-range financial and cash flow analyses.
- Prepares and analyzes statistical and financial reports, financial statements and supporting schedules. May assist in preparing, developing and monitoring department/organizational budgets.
- May maintain grant agreements, policies and guidelines; coordinate grant reporting requirements; review grant funding source compliance; and negotiate grant funding with awarding agencies.
- May perform indirect cost analysis.
- May hire, train, and supervise a small staff.
- Performs related responsibilities as required.
- Prepares and analyzes statistical and financial reports, financial statements, and supporting schedules. Prepares, develops, and monitors department budgets.
- Conducts financial training and audits for sub-awards.
- Analyzes historical accounting data and other information to make projections that will aid management in short- and long-range financial planning.
- Coordinates action necessary to correct account balances and maintain proper accounting controls and procedures.
- Assists in year-end audits and in ensuring the accuracy of financial data.
- Analyzes financial statements and prepares and analyzes financial reports to represent current and projected financial status.
- Ensures compliance with donor regulations and reporting requirements.
- Projects future trends and prepares long-range operational forecasts and cash flow analysis.
- Assists in preparing, developing, and monitoring budgets.
- May perform indirect cost analysis.
- Performs related responsibilities as required.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in accounting, business administration, finance or a related field and four years of financial analyst or accounting experience, OR equivalent combination of experience, education, and training.
PREFERRED QUALIFICATIONS:
- Master's degree in accounting, business management, finance, or a related field
- Familiarity with CDC Cooperative Agreements and related financial processes and obligations
- Strong understanding of Generally Accepted Accounting Principles (GAAP) and Governmental
- Accounting Standards (GASB).
- Experience working in the international arena
- Experience providing financial analysis support to projects
- Accomplished MS Excel user
- Knowledge of Blackbaud’s Financial Edge software
- Technical understanding of financial tools and Microsoft SQL Server
- Highly motivated with the ability to multi-task and work with minimal supervision in a fast-paced, deadline-oriented environment
- Cross-functional competencies in all phases of managerial accounting.
- Strong verbal, written communication, and presentation skills.
- Proactive, problem-solving orientation, results-driven, with superior analytical and modeling skills
Budgeting and Reporting:
- Prepares monthly project-level financial reports, including budget status reports, and assesses overall financial performance for project managers and the PHII Senior Management team
- Prepares budgets, budget modifications, and financial reports for internal and external reporting
- Manage large budgets within the funder’s guidelines and project goals and objectives
- Manages PHII’s grants received and payable, including planning, administering, and monitoring budgets and spending, as well as preparing and reviewing narrative and financial reports
With the support of Sr. Deputy Director, facilitates Budget Status Meetings
Works with federal officials to resolve any issues or discrepancies in federal funds reporting - Prepares monthly, quarterly, and annual financial analyses for the Senior Management Team including recommendations related to long-range financial and cash flow analyses.
Process Improvement:
- Defines and standardizes the accounting, budgeting, and financial analysis functions for PHII
- Documents procedures and trains staff on accounting, budgeting, and financial functions for PHII
- Leads efforts to improve the structure of analytical tools, data, and processes to enhance the program’s analytic capabilities and understanding of business performance
- Contributes to the continued development of budgeting, financial forecasting, and modeling tools
- Improves operational performance by evaluating processes to improve efficiencies
