This includes management and supervision of the financial operations of multiple field offices, and supervision of financial staff at headquarters in Atlanta, Georgia. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.   FORMAL JOB DESCRIPTION: - Responsible for the financial viability of NGO international offices and internal programs through the management and control of their financial operations. - Responsible for all aspects of financial management including financial reporting, budgeting, auditing, cash management and procurement. - Prepares and monitors annual budgets for headquarters and field operations. - Reviews and approves proposal budgets developed by financial staff working in cooperation with program staff. - Maintains system of internal controls to ensure that the program's assets are safeguarded. - Establishes guidelines based on official policies and analysis of past experiences for each cost element in the proposals to improve reasonable and accurate figures. - Directs the accounting, compliance and reporting on all grant funding. - Reviews all grant provisions and set-up procedures to comply with the donor's needs and the organization's policies. - Evaluates grants for accurate assignment to revenue categories. - Reviews and revises budgets. - Balances expenditures among multiple cost centers when funding for an initiative is provided by multiple grants, particularly grants with differing end dates. - Oversees compliance by ensuring accurate payroll allocations and review of all charges prior to payment. - Manages the preparation and distribution of interim and final financial reports; provides analysis and forecasts expenses. - Ensures compliance with all governmental rules, regulations, and policies. - Assists in periodic audits throughout the year. - Develops, evaluates, and recommends policies and procedures, and measures effectiveness. - Ensures that all program bank accounts effectively and safely handle resources. - May supervise staff. MINIMUM QUALIFICATIONS: - Bachelor's degree in accounting, finance, or a related field and five years of related financial experience. - Experience with the development of grant budget proposals and grant management is required. It is expected that the biostatistician would be involved in developing study design protocols and using methods to analyze a variety of research data using epidemiologic and statistical methods. WastewaterSCAN is a national effort to monitor wastewater for pathogens to improve infectious disease surveillance across the country. The project is led by Emory faculty Marlene Wolfe in partnership with Stanford professor Alexandria Boehm. Wastewater has been used extensively as a composite biological sample representing the inputs of a whole community. As such, a single sample can be used to infer information about the health of populations up to millions of people. Dr. Wolfe has worked extensively to apply this approach to SARS-CoV-2, influenza, RSV, monkeypox, and more. WastewaterSCAN is now expanding this process both to more sites across the country and to more pathogens to be monitored. There are also opportunities for additional projects building on this effort to expand the field of wastewater monitoring. The project will provide opportunities to interact with colleagues in public health, clinical virology, genetics, medicine and environmental engineering. We are seeking a Public Health Program Associate to support this and other wastewater monitoring related efforts. This role will focus on program management and coordination, data management and acquisition, document preparation and handling, data analysis, communication of results to stakeholders, and supporting manuscript development.
